Question: What are the documents necessary to request inspection and obtain the AVCB?

Answer
:

1 – Annotations of technical responsibility of installation and/or of maintenance of the following aspects: fire protection systems and equipment; use of inflammable gas systems; motor generator group; safety ladder pressurization system; coating of the structural-protected elements; vases under pressure; automatic sprinkler systems and others that are necessary, due to peculiarities of the process.

2 – Certificate from the fire brigade.

3 – Test report for special systems: foam, automatic sprinklers, fire detection and alarm, among others.

4 – Fire intervention plan (to renew the AVCB).

: Is it necessary to seek the approval of the project, for a commercial building or store, by the Corpo de Bombeiros da Polícia Militar do Estado de São Paulo (CBPMESP - Military Police Fire Service for the State of São Paulo)?

Answer
: No. The presentation of the project at the CBPMESP should always be from the building/enterprise as a whole, i.e. the project of a shopping center should be presented, and not the project for each of the stores. Likewise, the project of a commercial building should be presented, and not just for the offices. Note: this is valid for the state of São Paulo and may be changed.

: Does Sprink have a brigade training camp in São Paulo? And could we also carry out services in São Paulo like the qualification of firefighters, training of a brigade, recharge of extinguishers and corrective maintenance?

Answer
: Unfortunately, for both the training camp and the services mentioned, we only have them at the head office in Rio de Janeiro. In São Paulo, at the moment, our focus is on specialized manual labor, i.e. the civil professional firefighter. In the future, we hope to expand our field of operation for the activities mentioned.

: Concerning the operational sector, are payments made punctually? Is there overtime and is the uniform supplied?

: We are proud to say that we work in a company that complies with its obligations. We do not have any problems with regard to this. All of the employees' rights are adequately respected, and on time.

: What does Fire Brigade (FB) stand for?

Answer
: It is a group of people trained and qualified to work in fire fighting and prevention, as well as assisting sectorial emergencies. The Fire Brigade is composed of Civil Professional Firefighters (BPC) and Volunteer Firefighters (BVI).

: Why do I need to have a Civil Professional Firefighter at my establishment?

Answer
: In compliance with the following laws: State Decree Law No. 35.671-09/06/2004 – Fire Safety and Panic in Buildings according to Decree Law No. 897/76; SEDEC Resolution No. 279, of 11/01/2005 – provisions on the evaluation and qualification of the Civil Professional Firefighter; CBMERJ Decree Law No. 383, of 10/03/2005 – regulates the provisions of Resolution No. 79/2005, which deals with the assessment and qualification of the Civil Professional Firefighter.

: What are the activities of the Civil Professional Firefighter?

Answer
: A Civil Firefighter does not only work in fire fighting and prevention, but also, assesses the existing risks, inspects the protection and firefighting equipment, periodically, implements the fire fighting and abandonment plan, in some cases, interrupting the supply of electric energy and liquid petroleum gas, whenever there is an accident; rescues people in situations of imminent danger, provides pre-hospital emergency medical assistance, intervention in electrical, hydraulic accidents and with chemical products, prevention and monitoring in certain activities like soldering, fundamentally, works in various activities related to the prevention of accidents.

: Has the profession of Civil Professional Firefighter been regulated?

Answer
: Yes. Besides regulating the profession, Law no. 11.901/09 classifies the roles played by Civil Firefighters..

: What are the total working hours of a Civil Professional Firefighter at my establishment?

Answer
: The total number of hours a week is 36 (thirty six), on a shift of twelve hours of work and 36 hours of rest. The Civil Firefighters who work in several shifts, when the weekly hours exceed 36 (thirty six) hours, will benefit from the payment of overtime – in this aspect, regulated by the norms of Consolidation of the Employment Laws, Convention or Collective Agreement for the Category.

: What is the training process for the team of Civil Professional Firefighters?

Answer
: Every Civil Professional Firefighter, before entering the company undergoes training following NBR 14608, besides being qualified with the BPC license issued by CBMERJ.

: What is a Volunteer Firefighter (BVI)?

Answer
: It is someone who, belonging to the fixed population of the location, object of protection, is trained to perform, without exclusivity, the basic activities of firefighting and prevention, as well as providing assistance in sectorial emergencies.

: What is an Aerosol Fire Suppression System?

Answer
: It is a new and ecologically correct technology for the suppression of fires of classes A, B and C, because they do not affect the environment or the ozone layer. It is widely used as an alternative where the recommendation would be to use the fixed traditional systems of CO2 and with the advantage of not offering risks to human beings, because it is not toxic and does not eliminate the oxygen from the environment.

Fire brigades - 2004

Through Decree 35.671 dated 2004, the Firemen´s Corps recognized the need for the implantation of Professional Fire brigades in accord with the characteristics of the type of occupation of the buildings, including the "age of the building". 

Since 2005, buildings have been issued citations by the Firemen´s Corps, but the result is slow and insufficient.
